Laporan Tahunan IPS 2025 yang terdiri daripada Laporan Setiausaha Satu Ikatan Penulis Sabah (IPS) pada 31 Disember 2025 dan Laporan Bendahari IPS bagi Tahun Kewangan Berakhir 31 Disember 2025 telah diterima dan disahkan dalam Mesyuarat Agung Tahunan IPS 2023 pada 31 Januari 2026.
Laporan ini dikeluarkan menurut Seksyen 14(1)(d) dan (e), Akta Pertubuhan 1966. Laporan Tahunan IPS ini penting untuk memberi gambaran sebenar terhadap kedudukan IPS sepanjang tahun yang dinyatakan. Laporan Tahunan IPS ini membuat rujukan kepada piawaian yang dikeluarkan oleh Inisiatif Pelaporan Sejagat (GRI). Dalam erti kata yang lain, Laporan Tahunan IPS ini dipetakan dan dipadankan dengan piawaian GRI seperti yang berikut:

The year 2025 has marked a historic milestone of excellence for the Sabah Writers Association or Ikatan Penulis Sabah (IPS), Malaysia, as the organisation successfully manifested its vision and mission through highly encouraging performance. The most significant success this year is reflected in the benchmarks of governance and objective attainment, where all 11 founding objectives, as enshrined in Clause 5(2) of the IPS Constitution, were successfully realised. Furthermore, out of the 11 key targets outlined in the IPS Annual Plan, 10 were successfully achieved. This achievement serves as a testament to the high commitment of the leadership, members, and volunteers in driving the organisation towards literary and cultural excellence.
The primary strength of IPS this year is rooted in strategic and inclusive human capital empowerment. Supported by 137 registered members and 31 committed volunteers, IPS has generated a significant social impact. This is evidenced by the 3,967 beneficiaries reached through the implementation of 138 activities conducted throughout the year. Efforts to nurture new talent have also yielded proud results, with 97 new young writers emerging across Malaysia, thereby ensuring the continuity of the nation’s literary legacy.
The expertise of its members and volunteers was also prominent, with seven members and one IPS volunteer serving as mentors in training programmes for language, literature, and Malay as well as Sabah ethnic cultures. Additionally, the recognition of members' work quality and leadership was further proven by eight members winning various accolades at both local and international levels.
In terms of publication and knowledge dissemination, IPS continues to strengthen its position as a prolific intellectual platform. Throughout 2025, a total of 24 books were successfully published, alongside the production of five issues of Majalah Komposisi, which serves as a platform for documenting the intellectual discourse of writers. The scholarship of IPS members was also recognised through the presentation of three academic papers across various local and international platforms. Strategic cooperation networks were expanded to involve 56 organisations from home and abroad, forming the backbone of the successful delivery of various high-impact programmes.
The IPS internationalisation agenda was further intensified through a comprehensive cultural diplomacy strategy. Besides maintaining close ties with countries such as the United States, Saudi Arabia, Australia, Brunei, the Philippines, India, Indonesia, Cambodia, Russia, Spain, Singapore, Thailand, Timor-Leste, and Vietnam, IPS successfully expanded its diplomatic reach to China and France this year. These diplomatic relations were strengthened through five cultural diplomacy approaches: relationship building between writers and organisations, education and training, writing development, research and innovation, and the implementation of official visits—all supported by the successful hosting of five international-standard activities.
To ensure a clearer future direction, IPS introduced two new policies in line with the mandate of Clause 15(2) of the Constitution: the Sabah Writers Vision or Wawasan Penulis Sabah (WPS) 2030 and the Agenda of Kota Kinabalu as the Future City of Literature. To date, the progress of WPS 2030 has reached 19.56 per cent, representing a positive start for the long-term plan. Furthermore, management aspects were streamlined with the introduction of a new directive, the Symbolism Directive, which complements the existing Publication Directive.
In conclusion, the holistic achievements of IPS throughout 2025 not only demonstrate the organisation’s capability in upholding literature and culture but also lay a solid foundation for remaining relevant and competitive on a global stage. The holistic success recorded by IPS throughout 2025 provides a renewed sense of motivation for the leadership, members, and volunteers to continue their noble efforts in 2026 and beyond, guided by the principles of “Moderation, Steadfastness, and High Impact” (Wasatiyyah, Istiqamah dan Berimpak Tinggi).
